I want to know if I can somehow transfer programs, downloaded to my personal computer, at school, to my home computer?

u can use flash drive and save it in there. or mail to your email

Of course you can with the help of pen drives or flash drives that is in the size of a swiss knife or better the size of your thumb.
They are in various capacities like
*512KB
*1GB
*2GB
*4GB
*16GB
Depending on what you download choose the capacity you want to buy.
By the way if I am right the school authorities normally disable downloads. So how come you download?
Is it with the help of Temporary Internet files or some download manager that you managed to install or you know the admin password itself.

Find some webspace that you can upload files to. Once you’ve downloaded them at school, upload from school to your space. Once home, FTP into your site and download to your home computer.

most convenient form is to use Pen Drives/Flash Drives/Thumb Drives
they get easily plugged into any computer without knowing, and provide larger and faster data storage facility.
